A DAC converts the digital file to analog; the amp gives it enough voltage and current to drive your headphones properly. Sometimes they're two boxes, and increasingly they're one.

Dongle DACs are the highest-value upgrade in this whole hobby: for well under $100 they beat almost any laptop or phone headphone jack, and the balanced 4.4mm output on most of them roughly doubles available power over 3.5mm. Desktop units buy you more power for demanding planars, plus inputs you'll actually use — optical, coax, USB, sometimes HDMI eARC for a TV. Rule of thumb: pick the amp for your hardest-to-drive headphone, not your easiest.
